LADWP Calls on APPA to Withdraw Support of 'Disapproval Resolution' on EPA's Greenhouse Gas Emission Finding

The Los Angeles Department of Water and Power (LADWP), the nation’s largest municipal utility, has asked the American Public Power Authority (APPA) to withdraw its support of a U.S. Senate effort to block the Environmental Protection Agency (EPA) from regulating greenhouse gas emissions under the Clean Air Act.

 

LADWP vigorously opposes a Disapproval Resolution put forward by Senator Lisa Murkowski (S.J. Res 26) and supported by the APPA regarding the EPA’s endangerment findings related to greenhouse gas emissions, said LADWP Interim General Manager S. David Freeman.

 

In a March 1 letter to APPA President and CEO Mark Crisson, Mr. Freeman said the APPA’s decision to support the Murkowki Disapproval Resolution of the EPA’s endangerment findings "was made without full discussion by the association’s member utilities, of which LADWP is the largest, and should be withdrawn. Frankly, I find APPA's position an embarrassment." 

Mr. Freeman stated that the EPA’s finding to regulate greenhouse gas emissions under the Clean Air Act is “a crucial step toward addressing climate change, our generation’s most critical environmental issue.”

 

Mr. Freeman also sent letters to Majority Leader U.S. Senator Harry Reid and Representative Henry Waxman, chair of the Committee on Energy and Commerce, stating that LADWP opposes the APPA’s position. He noted that LADWP is aggressively pursuing greenhouse gas emissions reductions from its power generation and “wholly disagrees with the position presented by APPA.”
