Integrated Resource Planning (Oct 20-21)

An integrated resource plan (IRP) isn’t just a plan; it’s an involved process with multiple evaluation criteria that helps to determine both short and long-term load growth. Through a broad analysis of supply-side and customer service options, an integrated resource plan comes into fruition. IRP professionals gather for peer support of this process, and to better understand the challenges facing electric and natural gas providers in Western North America. Designed as a mix of interactive roundtable discussions and information-rich presentations, forum participants address topics such as resource management, data analysis and modeling, and stakeholder engagement.

  • General Cancellation Policy
  • Due to contractual obligations, cancellations received 15 business days prior to the program will receive a full refund. Cancellations received 6 to 14 business days prior to the event will receive a refund, less a $100 administrative fee. No shows and last minute cancellations, 5 business days prior to the event or less, will be responsible for the full registration fee. Substitutions from your organization for the same event are always welcome.
  • Participation Policy
  • Western Energy Institute programs and events are open to energy companies (including gas production and electric generation, gas and electric transmission and gas and electric distribution utilities). Select programs and events are open to energy industry product and service suppliers. Programs and events are closed to all media representatives and to the general public. Recording is not permitted for any portion of the event.

Part 1: Overview of SMUD’s experience managing a public process in developing our 2030 Zero Carbon Plan, which was recently adopted by SMUD’ Board of Directors as its Integrated Resource Plan. The presentation will include a brief walk through of the internal and external processes used to develop and deliver a robust plan on an extremely tight schedule and will highlight what worked well and areas that could benefit from process improvement. 

Part 2: Charles River Associates will talk about stakeholder engagement and how that can be successfully leveraged in an IRP, and summarize different approaches being used by utilities across the country from a strategy and execution perspective.

Molly represents Avangrid Renewables in the development of electric system policies, regulations, and markets in the western U.S to support opportunities for the company’s existing assets and renewable projects, both on-land and offshore.

At CEA Consulting from 2010-2021, Molly served clients in the energy and transportation sectors, providing political and regulatory advocacy, stakeholder engagement, policy analysis, and strategic communications. Her clients included NRG Energy, Pathfinder Wind, the Association of American Railroads, Environmental Defense Fund, the American Wind Wildlife Institute, the Klamath River Renewal Corporation, and the Institute for Industrial Productivity. For several years, Molly was the policy, regulatory, and marketing lead for Range Energy Storage Systems, a long-duration energy storage project developer.

From 2019-2021, Molly served as the Director of the Offshore Wind program for American Clean Power California, advocating for legislation, federal leasing activities, and regulatory improvements to advance offshore wind in California. She contributed to the successful design and passage of AB 525, California’s offshore wind planning legislation, and in the resolution of sea-space conflicts in the central coast which cleared the path to BOEM’s first offshore wind lease auctions in the state.

Garry Mariscal is a Supervising Resource Planner with the Sacramento Municipal Utility District. In this role, Garry leads the development of long-term resource plans, near-term resource procurement cost and benefit analyses, and mid to long-term reliability and environmental position evaluations. Recent resource planning activities include SMUD’s 2030 Zero Carbon Plan, a roadmap to zero GHG emissions by 2030 and 2018 and 2022 integrated resource plan regulatory filings. Previously, Garry worked for the California Energy Commission in many roles, including long-term system modeling, renewable resource evaluations and energy policy development.
