Colleen Larkin Bell

Colleen Larkin Bell is vice president and general manager of Western Distribution, Gas Infrastructure Group.
She is responsible for all company functions that have to do with delivering natural gas to nearly 900,000 homes and businesses in Utah, southwestern Wyoming and southern Idaho.
With 26 years’ experience in the legal profession, Bell has an extensive background in the natural gas and energy industries. She joined Questar Corporation as a staff attorney with Mountain Fuel Supply Co. in 1989, focusing on environmental litigation, utility regulatory litigation and property and rights-of-way acquisition. Prior to the merger with Dominion Energy in 2016, she was vice president and general counsel for Questar Corporation, responsible for overseeing the legal and insurance departments, as well as legal issues related to litigation and regulatory filings affecting Questar Corporation, Questar Gas Company, Questar Pipeline and Wexpro Company.
She received her bachelor’s degree in English, with a minor in political science, from the University of Utah and her law degree from the S.J. Quinney College of Law.
Bell serves on the boards of trustees of the Boys & Girls Clubs of Greater Salt Lake, the Pioneer Theatre Company, the United Way of Salt Lake Board, and the Utah Energy Infrastructure Authority Board (UEIA). In addition, she is the chair of Women United and a member of the member of the United Way Tocqueville Society. She also serves on the Pinebrook Master Association Homeowner’s and the Gorgoza Water Co. boards.
