Phillip Andrew

Phil has more than 40 years’ experience in program management, quality, natural gas pipeline design, maintenance, installation and operation. Phil’s experience has focused on pipeline operations, management excellence, regulatory strategy and testimony, program management, metrics, project management, administration, emergency response and continuous improvement.

Phillip currently serves as the Division Vice President – Utilities for Jacobs’ Western Region. Jacobs is providing various services and acting as Program Management Office (PMO) in support of several western utilities.
