Rick Dyer

Rick Dyer joined Clark Public Utilities in 1983. As the Director of Finance and Treasurer, his leadership ranges across broad functions including: financial reporting, treasury, budgeting, rate-making, employee benefits, field services, human resources, and office services.

In his thirty years at the customer-owned utility, Rick has served on numerous industry boards and advisory committees related to statewide tax issues and national governmental accounting standards. His demonstrated ability to build consensus across diverse groups of stakeholders has led to leadership opportunities in both legislative and industry policy-making efforts.

Rick holds a bachelor’s degree in accounting and a master’s degree in business administration from the University of Portland. He is also a certified public accountant and, prior to joining Clark Public Utilities, worked for the regional accounting firm, Moss Adams.

Outside of the office, Rick has been involved in scouting activities and has coached Little League baseball. Now with a handful of grandkids in tow, he occasionally enjoys fly-fishing and golf in his free time.
