Steven Fischer is a Senior Program Manager for the Pipeline and Hazardous Materials Safety Administration (PHMSA). While his duties at PHMSA are transitioning, his focus has been to support damage prevention, audit state one call law enforcement programs, develop unusually sensitive areas rulemaking, and represent PHMSA with the development of the 3rd edition of the RP 1162. He rejoined PHMSA in July 2015 after working for two and half years for a large gas transmission and distribution utility, responsible for public safety, emergency preparedness, public awareness, damage claims, and damage prevention reduction for the company. Prior to leaving for the private sector, Steve had sixteen years of public service at PHMSA and last served as the Director of Program Development. He and his team worked to develop, implement, and lead initiatives focusing on damage prevention, 811 awareness, public awareness, emergency planning and response, PIPA, state damage prevention and technical assistance grants, and the National Pipeline Mapping System (NPMS). Prior to joining PHMSA, Steve worked both in the private and municipal sectors on multiple geospatial data conversion, integration, and implementation projects.
