Todd Simmons

Todd began his utility career at Pacific Gas & Electric and was working there during the Loma Prieta earthquake in 1989. It was during that time when Todd developed a passion for emergency response and participated in the development of the Electric and Natural Gas Emergency Training Facility in San Francisco. After working for 10 years with PG&E, he moved back to his native Oregon to manage the Water and Electric Construction department at the Eugene Water & Electric Board. While managing the Operations and Engineering groups at EWEB, Todd helped create the Oregon Water Emergency Response Network and the Western Regional Mutual Aid Group.

Todd is currently the General Manager for Tillamook PUD and sits on the Public Power Council’s Executive Committee, the Northwest Requirements Utilities Board of Directors, the Pacific Northwest Utility Coordinating Council’s Board of Directors, and the Northwest Oregon Works Board. He is the FEMA Region 10 Oregon Coordinator for the American Public Power Association and spent 12 years as a National Firefighter II, Engineer, and Emergency Medical Technician.
