This committee represents the Gas Operations interests of the Board of Directors. Members are tasked with providing direction to WEI and the Executive Planning Committee on appropriate subject matter for WEI to pursue and to establish the content and priorities for its major conferences. They will provide guidance for other WEI programs as appropriate to assure that programs are meeting the needs of the Board of Directors.

Jimmie I. Cho is Vice President of Gas Operations for Southern California Gas Company (SoCalGas) and San Diego Gas & Electric Company (SDG&E).
Previously, Cho was Vice President of Human Resources, Diversity and Inclusion of SoCalGas. He was also Director of Customer Communications, Research and Web Strategy, Director of Safety and Emergency Services, Director of Customer Service Field Operations, and held positions of increasing responsibility in Environmental Engineering, Corporate Affairs, Gas Operations and Customer Services.
Cho also held positions with Las Virgenes Municipal Water District, a member agency of Metropolitan Water District of Southern California, as Director of Resource Conservation and Public Outreach, and Los Angeles County Sanitation Districts in various environmental engineering roles.
Cho holds a bachelor’s degree in geology from Brown University and a master’s degree in civil engineering from Stanford University. He serves on the board of directors of the Los Angeles Conservation Corps and the Los Angeles Police Foundation.
Eric DeBonis is Central Arizona Division Vice President at Southwest Gas Corporation. He is responsible for distribution of natural gas to 580,000 customers in the Phoenix valley. Prior to his current assignment, Eric held the positions of General Manager/Operations, Director /Operations and Director/Engineering Staff. He has been with Southwest Gas Corporation for 16 years. Prior to joining Southwest, Eric worked for the Public Service Company of New Mexico.
Eric graduated from the University of New Mexico with a B.S. and M.S. in Mechanical Engineering and later received a Masters of Business Administration from the University of Nevada, Reno. He is a licensed Professional Engineer in Arizona, California and Nevada.
Eric serves on the board of directors of the Arizona Chamber of Commerce and Industry and the Arizona State University W.P Cary School of Business Dean’s Council. He is a member of Greater Phoenix Leadership, the Greater Phoenix Urban League, and Phoenix Rotary 100.
Eric lives in Scottsdale with his wife Sonnya and their children, Michael and Alexis. His hobbies include spending time with his family and watching his children play soccer, football and basketball.
As the vice president of Operations for Puget Sound Energy, Booga Gilbertson is responsible for electric and gas operations, including emergency response, maintenance and construction, electric and gas system operations and dispatch, and system planning. She also leads project management and engineering across operations.
Since joining PSE in 1985, Gilbertson has held a broad range of engineering, operations and management positions in planning, asset management, gas and electric design engineering, performance measurement, budgeting, project management, transmission and distribution construction and maintenance, 24-hour control center operations, labor relations, and emergency response management.
In addition to her responsibilities at PSE, Gilbertson serves on the board of directors of the Western Energy Institute and is on the executive committee of the University of Washington Electrical Engineering Industry Consortium.
Gilbertson holds a Bachelor of Science degree in electrical engineering from the University of Washington and a Master of Business Administration degree from City University.
She enjoys skiing, hiking, running and gardening.
Lisa Hurley joined Pacific Gas & Electric in 2011. In her role as Gas Operations Chief of Staff, Lisa ensures coordination and alignment of key initiatives, projects, people and resources not only within the Gas Operations organization but across PG&E.
She has more than two decades of experience in the utility industry. Previously, Lisa worked for National Grid, where she was director of Gas Distribution Support and managed a support organization comprised of 200 employees and contractors working in four states. Work ranged from mapping the gas network to obtaining permits for construction and maintenance activities. Lisa holds a master’s degree in finance from Bentley University and is a non-practicing certified public accountant.
Ed Kacer is the Vice President of Technical Services at New Mexico Gas Company (NMGC). Ed oversees engineering, operations, compliance, safety and technical training and communications.
Prior to NMGC, Ed served as the general manager at Energy West Montana in Great Falls, Montana where his duties included operations, engineering, compliance, safety, customer service and credit. Ed also worked in various management and engineering roles at Nicor Gas and Cedar Falls Utilities. Ed received his B.S. in Civil Engineering from Iowa State University and is also a Licensed Professional Engineer.
Scott Madison, Executive Vice President and General Manager for Cascade Natural Gas Corporation and Intermountain Gas Company. Intermountain and Cascade are wholly owned subsidiaries of MDU Resources Inc. Intermountain is headquartered in Boise, Idaho and Cascade is headquartered in Kennewick, Washington.
Mr. Madison serves as a director of the Northwest Gas Association and the Western Energy Institute. He also serves as Chairman of the Board of Directors for the Better Business Bureau of the Snake River Region, Director of the Boise Metro Chamber of Commerce and the Idaho Association of Commerce and Industry.
Mr. Madison graduated from the University of Idaho with a Bachelor of Science degree in Accounting.
Eric Martuscelli, Vice President of Operations for Cascade Natural Gas Corporation, is a native of Walla Walla, WA. Eric began his career as summer help with Cascade Natural Gas in Walla Walla and became a full time meter reader in 1992. He held several operations positions through 2002 when he moved to Bend, OR as a construction coordinator. In 2004 Eric moved to Pendleton, OR as a general manager and then in the same year to Mount Vernon, WA serving in the same role. Eric became the Region Director in 2008 and moved back to Bend, OR. In 2012 Eric became Vice President of Operations and currently resides in Kennewick, WA. Eric is a 2010 graduate of Ashford University where he is currently pursuing a Bachelor degree in Organizational Management.
Eric and his wife, Laurie, have a one daughter and one son.
Rick Mooney is a veteran of the natural gas industry, having served in various sales and sales management positions for nearly 16 years. Currently Rick is the International Market Segment & Northwest District Sales Manager for Elster American Meter.
Prior to joining Elster, Mooney managed a network of international representatives & distributors for Dresser Mooney Controls. Mooney is also a respected instructor, speaker, and author. He has been an instructor at Western Gas Measurement Short Course over the past 13 years. Additionally, Mooney has taught at the Texas A&M University Gulf Coast Gas Measurement Society, the University of Oklahoma International School of Hydrocarbon Measurement (ISHM); Appalachian School of Gas Measurement Technology (ASGMT); and the New England Gas Operations School (NEGA).
Mooney, who graduated with a degree in business marketing from the University of Portland, is an avid sportsman who enjoys spending any leisure time he can on water – no matter what “state” it is in. Throughout the winter, he can be found experimenting with water properties in its solid form, courtesy his snowboard or skis. He shares his passion for outdoor sports with his wife, Kelly, and their two children, Zach (12) and Alexis (9).
Grant Yoshihara is responsible for overall management and coordination of utility operations that includes engineering, storage and delivery system construction, operations and maintenance, codes and compliance, training and quality assurance, and work management. He is a Company representative in three national/regional trade organizations.
Grant has a total of 32 years of experience in the energy industry. He spent 12 years in the electric utility and independent power development industry before joining Northwest Natural in 1991. Prior to his current assignment at NW Natural, he managed gas supply contracts, major accounts, commercial services, marketing and advertising, construction operations, and customer service. He is also involved in supporting several community and charitable organizations and is a current board member of Volunteers of America Oregon, Japan-America Society of Oregon and the Multnomah Athletic Foundation.
Grant earned bachelors and masters degrees in nuclear engineering from Oregon State University and an MBA from the University of Oregon. He is a licensed professional engineer in the State of Oregon.
Grant and his wife, Colleen reside in Portland, Oregon.
