Executive Planning Committee – Corporate Services

This Committee consists of senior executives of key business lines in Corporate Services. The committee conveys member companies’ education/leadership needs to WEI, recommends leaders to serve on program delivery teams, communicates WEI program offerings back to member organizations, and monitors participation and evaluation of WEI activities. Participants in the EPC Planning Session assist in building valuable programs for employees and their peers, identify key contributors to learn and grow, and promote these programs within their companies.

Tom Casey has over 35 years of experience in providing services and products to all levels of the utility industry. Tom has been on the forefront of utility applications ranging from AM/FM/GIS and AMI/AMR to customer information systems, outage management/workforce automation, and renewable energy markets. His varied background has also included business development in a broad range of markets including medical device manufacturing, semiconductors, high technology, consumer electronics and software applications. He has worked for companies like Intergraph, SPL/Oracle, Brooks Automation, KEMA and Texas Instruments. He graduated with a degree in Biological Sciences from California State University, Chico, and has completed Masters level programs at the Oregon Health Science University /Oregon Graduate Institute of Science and Technology. He has been an active member of Western Energy Institute for over 17 years, having served in every service company member capacity from Committee Chairman to Mentor, and most recently sitting on the WEI Board of Directors. Tom moved to the Pacific Northwest in 1978, and now resides in La Center, Washington with his wife Kim.

Tom Peterson is a Managing Director with KPMG LLP’s Management Consulting practice focused on the Power and Utilities sector. He is based in Los Angeles. Mr. Peterson has more than 30 years of experience providing financial, operational, regulatory consulting, business process outsourcing services, accounting services and cost management services to electric, gas, water and wastewater investor-and government-owned utilities and telecommunications companies.

Prior to joining KPMG LLP, Mr. Peterson was a Senior Director at Alvarez & Marsal and also held various Vice President positions at Black & Veatch, Inc. including Strategic Services, Sales & Marketing and U.S. Regions. He also spent several years as a Managing Director at BearingPoint in their utility management consulting practice. He began his career and spent over 20 years at Andersen initially as an auditor and later as a consultant in their Business Consulting practice.

Mr. Peterson is a Board member of the Western Energy Institute and actively participates in key activities and has served as the Chairman of the Service Company Committee for the past 3 years.

Mr. Peterson earned a bachelor’s degree in Accounting at Northern Illinois University in DeKalb, Illinois.

Claudia Rapkoch is the Director of Corporate Communications for NorthWestern Energy, an electric and natural gas transmission and distribution utility serving more than 650,000 customers in Montana, South Dakota and Nebraska. In addition to all internal and external communication activities, she’s also responsible for community relations, corporate philanthropy and stakeholder engagement programs. Her marketing, advertising and public relations campaigns have received regional and national recognition.

Claudia grew up in Colorado and obtained a B.A. in Journalism from Colorado State University. After a brief stint as a reporter and television producer, she joined the “corporate world” in 1995 and subsequently obtained an M.B.A. from the University of Montana and accreditation from the Public Relations Society of America (PRSA). When not doing fun things outside, she’s hard at work in her office in Butte, Montana or traveling back and forth to her “other” office in Sioux Falls, S.D. She and her husband are the proud parents of a young son and share their home with a basset hound and a black cat.

Stephanie Winn is Manager of Learning & Development Services at Salt River Project (SRP). She has been with SRP for 18 years. Currently, she leads her L&DS team in working closely with the business units to strengthen the workforce through professional and organizational development.

Before joining the Human Resources team, she worked for 16 years in SRP’s Government Affairs and Regulatory Policy & Public Involvement groups, coordinating public involvement processes for transmission line siting projects and other critical electrical infrastructure work.

Stephanie has an undergraduate degree in Japanese Studies from Occidental College and an MBA from Western International University.

Mr. Young is a nationally recognized expert in all phases of economic and financial analysis for regulated industries. He was a pioneer in the development and use of linear programming models (optimization or least-cost planning models) for electric utility resource planning and rate design, developing such a model for Portland General Electric in 1980. Subsequent adoption of linear planning models by other utilities, commissions and public interest groups led to wide spread use of linear programming and other forms of optimization models by utilities throughout the US for the determination of future resource requirements.

Mr. Young has provided expert testimony on cost allocation and rate design before the Oregon Public Utility Commission, the Washington Utilities and Transportation Commission (WUTC), the Bonneville Power Administration (BPA) and the U.S. Department of Commerce. Recently, Mr. Young prepared an expert report and reply report in a contract dispute between two aluminum companies before the International Chamber of Commerce, International Court of Arbitration. He successfully completed several far-reaching engagements for BPA, including a comprehensive assessment of their fiber optic strategy, a review of their financial strategy, and development of an information systems architecture plan for the Transmission Business Line (TBL). Mr. Young advised TBL on development of new transmission billing, metering, scheduling and contracts systems. He has also provided strategy consulting to US Generating Co. and PacifiCorp.

Mr. Young has assisted large high-tech manufacturing companies with negotiating open access electric power sales agreements, and advised a large independent power producer on electric power pricing issues for a proposed new aluminum smelter. Mr. Young has taught a variety of classes on engineering economics, regulatory economics and accounting, rate of return, cost allocation and rate design, and economic and financial analysis at utilities throughout the Pacific Northwest. Mr. Young has broad-based background in regulated industries and brings over 25 years of experience in a wide variety of issues.

Greg Zeller is the Director, Engineering at Puget Sound Energy. In his 40th year with Puget Sound Energy (and Puget Sound Power & Light), he has extensive background in all aspects of utility operations. Currently, he is in a temporary assignment as the Program Manager for a technology transformation at PSE implementing an SAP CIS system, Outage Management System and as GIS system for both electric and gas infrastructure. As the Director, Engineering he oversees the day to day functions of PSE electric and gas engineering including generation, transmission, distribution, substation, control/protection engineering. Prior to this position he served to oversee Electric Operations including Substation construction and Maintenance, System Operations and Electric First Response operations functions.

Mr. Zeller is a graduate of the University of Washington with a bachelors’ degree in Electrical Engineering, specializing in power systems analysis. Professional development experience is from the University of Washington’s Business School Executive Program. He is a registered professional engineer in Washington State and a member of IEEE.
